The reason for all of the bridge-tunnels is a navy/coast guard agreement with VA as they are afraid that a bridge could be destroyed blocking Newport News Shipyard (one of the largest shipyards in the world), Norfolk Naval Shipyard, and Norfolk naval base, the largest naval base in the world.
